Outlook Send/Receive error: 0x800CCC13 after upgrading to Windows 10

The Issue

After upgrading Windows 7 or Windows 8.1 to Windows 10, Outlook fails to send email, and you receive the following error:

User account – Sending' reported error (0x800CCC13): 'Cannot connect to the network. Verify your network connection or modem.

The Workaround

Use the Windows System File Checker to repair corrupted files
  1. Close Outlook.

  2. Right Click the Start button in Windows and choose: Command Prompt (Admin).

  3. The next screen you will see a message asking you
    'Do you want this app to be able to make chnages to yoru PC?'
    Please click Yes
  4. In the Command Prompt window type: sfc /scannow (Note there is a space between sfc and /).

  5. Then press Enter to start the process.

  6. Wait until the 'System File Checker' is finished. This usually takes about 20 minutes depending on the size and speed of your hard drive.

  7. Once this is complete, it will tell you if any problems were found and if they were able to be fixed. A filepath to the SFC log file will also be displayed so that you can view more detail - the logs are normally visible here:
    C:\Windows\Logs\CBS
  8. Restart your computer and then open Outlook.
